Frederick County is governed by an elected Board of County Commissioners (BOCC) and operates under a form of government called "non-home rule."  While the BOCC, which is composed of five members, is charged with enacting and enforcing many local ordinances, it must request approval for other laws from the local delegation to the Maryland General Assembly.  Members of the BOCC are elected at large for four year terms.

The County's 12 incorporated municipalities operate with their own form of elected government.  They have the authority to create and enforce municipal laws in concert with County regulations.  Some of the municipalities provide services such as police, planning and zoning and road maintenance, while others rely on the County for such necessities.
