Existing Industry Support

With a diverse industry base, Frederick County has enormous opportunities to grow and develop. The best way to accomplish this goal is by assisting the businesses that are currently in Frederick County. The following programs are geared at doing just that, and include state resources, employee recruitment, and other departments/offices that can assist, too.

Maryland Department of Business & Economic Development machine

  • Partnership for Workforce Quality is a business driven partnership that helps prepare Maryland companies for global market competition through investment in upgrading the skills of the workforce. The program is designed to:
    • Improve business competitiveness and worker productivity
    • Upgrade worker skills for new technologies and production processes
    • Promote employment stability
    The Partnership targets small and mid-sized manufacturing and technology companies of 500 or fewer employees for continuous process improvements and the development of technological excellence. Businesses that are threatened by increased foreign or domestic competition are also eligible for grant consideration.

Maryland Industry Consortiums

  • World Class Manufacturing Consortium is designed to assist companies that wish to become more competitive in their industries in attaining World Class manufacturing status.
  • Maryland ISO Consortium Program is an 18-month program of guided development and implementation of quality management systems, which conform to the ISO 9000 Quality Management Standards.
  • Maryland's Software Industry Consortium is a group of Maryland information technology companies seeking excellence through continuous product, service, and organization improvement. The Consortium provides its members access to the power, resources, and cost advantages of a large business base while sustaining the flexibility needed for individual stability and growth. The group's focus is on implement those models that participating companies agree are import to improving their business.

Other Maryland Resources

  • MdBio is a private non-profit corporation, which offers a variety of programs and services to assist in the commercialization and advancement of bioscience in Maryland.
  • Technology Council of Maryland is a member-driven organization that serves as a voice of and advocate for the high technology community in Maryland.
  • University of Maryland - Maryland Industrial Partnerships (MIPS) has been developed to assist companies in the development of new and improved products, services or processes that will help businesses compete in their markets and that will lead to economic benefit to the state. MIPS provides matching funds for technology-based research projects at the University System of Maryland's (USM) 13 institutions. This is an opportunity for companies to gain leverage for their R&D dollars, expertise and the use of specialized facilities at any of the USM institutions.   • America's Job Bank is guided by the U.S. Department of Labor's (USDOL) vision for the America's Labor Market Information System, the CareerOneStop is a collection of electronic tools managed as a federal-state partnership
  • Nations Jobs is a national organization, which provides job posting services for companies and on-line job search capabilities for job seekers. This is a service provided by the Frederick County Chamber of Commerce.
  • Maryland Workforce Exchange provides online job postings for employers and job seekers for the State of Maryland a service of the Maryland Department of Labor Licensing & Regulation.

International Trade

  • United States Department of Commerce Export Assistance Center assists companies in all areas of the export process, consulting on trade issues, advocates with Embassies abroad, and offers companies assistance in developing an export strategy.
  • Maryland's Office of International Business (OIB) works to increase the participation of Maryland companies in the global marketplace and provides one-on-one assistance to firms interested in exporting.
    • Maryland Center China (MCC) is strategically located in China's most economically and politically dynamic cities - Shanghai and Beijing - to help Maryland companies gain a foothold in the China market.
    • Maryland/Israel Development Center (MIDC) is a non-profit organization that promotes trade and joint ventures between Maryland and Israeli businesses and research institutions.
  • World Trade Center Institute was established in 1989 as a private, nonprofit organization financed jointly by the State of Maryland and private sector business, and is dedicated to educating and connecting Maryland to the globe.

  • HUBZone Empowerment Contracting program was enacted into law as part of the Small Business Reauthorization Act of 1997. The program falls under the auspices of the US Small Business Administration. The program encourages economic development in historically underutilized business zones - "HUBZones" - through the establishment of preferences. SBA's HUBZone program is in line with the efforts of both the Administration and Congress to promote economic development and employment growth in distressed areas by providing access to more Federal contracting opportunities
  • Fort Detrick Business Development Office assists companies in the region in attaining contracts and subcontracts on Fort Detrick.  These business relationships support access to and navigation through the complex government procurement process.
  • Entreprenuer Support Network is a responsive and proactive network of service providers for entrepreneurs and businesses in all stages of growth.
  • Frederick County Demographics & Statistics for updated demographic data in the areas of county growth, education, housing, labor force and business development trends.
  • Frederick County Workforce Services/FCC Customized Training provides customized business training.
  • Frederick County Business & Employment Center serves as a clearinghouse of employment information for the employer and job seeker.
  • Maryland's Business Licensing Information System provides online information system for all state licensing information. You don't need a local license except for the following areas: electricians, plumbers and home improvements.
  • Maryland Department of Labor, Licensing & Regulations provides assistance in job searches, providing unemployment insurance compensation, and reporting on the needs and demands of the labor market.
  • Brownfields are abandoned or underutilized industrial or commercial properties where redevelopment is hindered by possible environmental contamination and potential liability.  Funds are available through the Environmental Protection Agency to help states clean up and revitalize brownfield sites.
  • Commuter Connections provides a multitude of commuting options some of which are carpooling, vanpooling, teleworking and also provides employer services for commuting issues. Commuter Connections gives suggestions for alternative schedules or "flextime", utilizing parking spaces, guaranteed ride home, bicycling, maps and the weather. This is an opportunity for the public to reduce the amount of traffic flow that affects the ozone. Studies have concluded telework centers have decreased the vehicle miles traveled and the utilization rate of the centers were 33.7%.
  • Small Business Development Center is committed to assisting entrepreneurs with all of their business needs.
  • Emergency Preparedness for Businesses is an initiative in conjunction with the Frederick County Department of Emergency Preparedness that urges Frederick County businesses to develop an emergency plan and be prepared should disaster strike.  More information and resources are available.
  • Pandemic Flu Preparation for Businesses is an effort promoted by the Frederick County Health Department to prepare advance flu preparation efforts.  The site provides a free download of the video and a free DVD can be ordered which includes planning materials.
