Frederick County Small Business Revolving Loan Fund

The FCSBRLF provides another source of financing for existing and aspiring small business concerns in Frederick County, Maryland. For existing businesses, the FCSBRLF provides loans for growth-related expansion projects. For aspiring entrepreneurs-those starting or in business less than two years-the Fund can be used for the purchase of real estate, machinery, equipment, inventory (raw materials only), working capital and renovation of real estate. The FCSBRLF provides gap financing and will usually be tied to participation from other lending sources.

MD Programs

Maryland Department of Business and Economic Development, Division of Financing

Public financing programs to create new jobs and retain existing jobs in Maryland include a wide range of assistance for a variety of projects. Loan amounts, approved uses, interest rates, terms and forms of financing vary. Assistance available to clarify company need and identify financing alternatives.

Tax Increment Financing

Tax Increment Financing is currently used for large projects. TIFs are done in partnership with the Maryland Department of Business and Economic Development with required number of jobs and capital investment from the company. TIF Bonds fund infrastructure projects and bond payments are made with the increased tax revenue from assessed property improvements.

CDAs (Community Development Authorities)

Community Development Authorities are special taxing districts that are set up to fund infrastructure in specific areas. Frederick County currently has CDAs in the Linganore and Urbana areas.

Business Incubator

The Frederick Innovative Technology Center, Inc. (FITCI) opened in January 2005 and continues to build on the partnerships with Fort Detrick, Hood College and our other quality educational institutions. Incubators are important in creating and maintaining an entrepreneurial environment. Research shows that incubated companies succeed and locate close to the incubator. For that reason, Maryland and Frederick County see business incubation as a key economic development strategy. Future plans include an additional incubator on Fort Detrick which we believe will be an icon in bioscience and technology business attraction/expansion.
