The Frederick County Office of Economic Development (OED) established the county's first technology incubator in 2004. The incubator, Frederick Innovative Technology Center, Inc., is a 501(c)(3) not-for-profit entity whose mission is to provide a supportive environment to help Frederick County entrepreneurs achieve success by encouraging technological innovation and accelerating the development of commercially viable technology-based entities.
The headquarters of the Frederick Innovative Technology Center, Inc., or FITCI, is located at 4539 Metropolitan Court in Frederick. With this state-of-the art facility, FITCI has over 20,000 square feet for a total of 35 offices and 16 laboratories available under flexible lease terms.

The creation and on-going operation of the facility is the result of collaborative efforts and support from the Frederick County Business Development and Retention Division, Maryland Department of Business and Economic Development, Maryland Technology Development Corporation, Frederick County Government, City of Frederick, and Fort Detrick.
